Maroc–Russia Exchanges: Toward a New Era of Joint Ventures and Investments

“Morocco has traditionally remained one of Russia’s main partners on the African continent. Despite the current geopolitical context, dialogue between our two countries continues to strengthen and develop. This cooperation rests on a solid foundation, namely the Joint Declaration on the Deepened Strategic Partnership between the Russian Federation and the Kingdom of Morocco, adopted in 2016 following the visit of His Majesty King Mohammed VI to Russia”,explains Alexey Andreev, Trade Representative of the Russian Federation to the Kingdom of Morocco.

According to him, this relationship of trust is reflected in the great stability of trade exchanges. “Despite geopolitical turbulences, trade exchanges between Russia and Morocco remain stable.

“This dynamic is explained both by the widening of bilateral trade relations and by the growing interest of Russian companies in the Moroccan market. Russia traditionally considers Morocco a reliable and promising economic partner,”, Andreev indicates.

The bilateral agenda emphasizes several priorities, namely the diversification of the structure of exchanges, the creation of joint ventures and the deepening of cooperation in key sectors. Andreev also stresses “the importance of continued efforts to remove obstacles that hinder Russian companies’ access to the Moroccan market.”

Russian expertise

The Trade Representative took care to congratulate Morocco on the successful Africa Cup of Nations, which demonstrated the Kingdom’s capacity to organize large events. He sees in the preparation for the 2030 World Cup a major opportunity for cooperation.

“Given the new challenges Morocco faces in preparing for the 2030 FIFA World Cup, Russian companies are ready to participate in this momentum on a mutually beneficial basis.

These are primarily infrastructure projects: modernization of transport networks, ports, logistics platforms as well as sports facilities.
These projects generate steady demand for construction materials, metallurgical products, engineering solutions and innovative technologies” , he assures. The digital dimension is also at the heart of this potential collaboration: cybersecurity, “smart city” solutions, transport flow management and artificial intelligence.

Drawing on its experience in organizing the Olympic Games and major sporting events, Russia says it is ready to share its expertise with its Moroccan partners.

“The prospects for developing the economic partnership between Morocco and Russia by 2030 are viewed in a decidedly positive way. Both countries show a common will to expand their practical cooperation by relying on the complementarity of their economies as well as on Morocco’s growing role as an industrial and logistics platform oriented toward African and European markets”, he observes.

Cooperation is gradually evolving from a simple commercial exchange toward more advanced forms: investment projects, technological cooperation, skills exchange and joint development on third-party markets.

Energy is among the priority sectors. As Morocco pursues an ambitious energy diversification strategy, opportunities are arising in energy infrastructure, energy storage and particularly green hydrogen.

The green industry also offers new prospects thanks to strengthening environmental requirements.
The digital economy constitutes another major axis. “Morocco is actively consolidating its position as a regional hub for digital solutions, which opens prospects for cooperation in cybersecurity, fintech, smart mobility and applications of artificial intelligence”, notes Andreev.
Finally, the health sector offers interesting avenues, notably in the pharmaceutical industry, medical technologies and digital health services, in line with the modernization of the Moroccan health system.

Gateway

To realize these ambitions, the Russian Trade Representation places great importance on the participation of Russian companies in international trade fairs in Morocco. “We consider that participation in international fairs remains an effective tool for promoting Russian products and solutions abroaAd” ” ndreev specifies.

Among the notable events, he cites the Gitex Africa Morocco 2026 fair, where more than thirty Russian companies presented their solutions across two pavilions, as well as the International Agricultural Show in Morocco (SIAM) in Meknès, a traditional meeting.

The Representation closely follows almost all the fairs organized in the Kingdom in order to identify the most relevant opportunities. For Andreev, these events go far beyond simple commercial presentation: “The Moroccan market largely rests on personal relationships and mutual trust. In this context, in-person participation not only allows presenting a product or a technology, but also to establish direct dialogue with potential partners”.
These fairs also have a strong regional dimension. Thanks to Morocco’s positioning as a platform for access to African markets, Russian companies can build contacts both with Moroccan partners and with actors from other countries on the continent.

Participation in fairs is not seen as a one-off action, but as “an element of systematic work aimed at consolidating the presence of Russian companies in the Moroccan market and then facilitating their access to regional markets”.

Through these various levers (stability of relations, economic complementarity, large infrastructure projects and professional events), Russia and Morocco appear determined to bring their strategic partnership into a new era, more concrete and more ambitious, by 2030.
