Green Hydrogen: Aziz Akhannouch Chairs Steering Committee Meeting for ‘l’Offre Maroc’

During the meeting, the committee approved the signing of preliminary land allocation contracts for five domestic and foreign investors, covering six projects with a total investment of 319 billion dirhams.

In implementation of His Majesty King Mohammed VI’s Royal Directives to position Morocco among leading nations in green hydrogen potential, Head of Government Aziz Akhannouch chaired the steering committee meeting for the sector’s strategic “l’Offre Maroc” initiative on Wednesday, 17 September 2025 in Rabat, during which a series of measures were adopted.

The committee confirmed the successful on-schedule completion of the preliminary phase for the “Chbika 1” project, paving the way for advanced feasibility studies to be conducted by an international consortium comprising French and Danish investors.

The committee authorized preliminary land allocation contracts for five domestic and foreign investors – preselected during the 6 March 2025 steering committee session – covering six projects aligned with “l’Offre Maroc” in the Kingdom’s three southern Regions. These projects represent a total investment of 319 billion dirhams.

The Head of Government commended the sustained progress in rigorously implementing “l’Offre Maroc” for green hydrogen development under Royal guidance. He emphasized how this investment momentum strengthens public-private partnerships, reinforces international confidence in Morocco’s capabilities, and solidifies the Kingdom’s position as a regional and international energy hub in this strategic sector.

Mr. Akhannouch stressed the critical need for integrated infrastructure planning – encompassing electrical grids, port facilities, and water desalination plants – with timelines synchronized to green hydrogen project requirements. He reiterated that project selection under “l’Offre Maroc” follows scientific and transparent criteria ensuring balanced partnerships, investor incentives, and proper utilization of public land assets.

The preselection process remains open to investors, leveraging Morocco’s leadership position through its strategic geography, diverse natural resources, and world-class infrastructure meeting international standards.
