He highlighted that the new guidelines introduce legal uncertainties for developers and extend beyond the original scope of the AI Act, which aims to enhance transparency and safety. The European Commission recently published the final version of the code for general-purpose AI models, allowing companies to choose whether to sign it; while OpenAI has committed to doing so, other firms like ASML Holding and Airbus have requested a delay in implementation. Kaplan emphasizes that the stringent regulations could stifle the development of advanced AI models in Europe and restrict opportunities for local businesses in the sector.
