Health: INPLLC Reopens the Tender for a Corruption Risk Mapping Project
For a budget of 2.94 million dirhams, the National Authority for Probity, Prevention and the Fight Against Corruption is relaunching the tender for mapping corruption risks in three areas of the health sector.
After suspending the tender related to corruption risk mapping in the health sector—initially awarded to Forvis Mazars—the National Authority for Probity, Prevention and the Fight Against Corruption (INPPLC) has relaunched the call for bids.
With a budget of 2.94 million dirhams this time, the authority intends to commission a service provider to conduct this study in three areas: the provision of healthcare services (the patient journey), the health products value chain—particularly medicines—and the private healthcare sector and its operational dynamics.
The study aims to better understand the phenomenon of corruption in the health sector and its impact on the quality, transparency, and equity of access to care and services. It will provide a detailed analysis of the manifestations, frequency, and intensity of corruption, as well as its causes and implications, in order to develop strategic guidelines to curb this phenomenon, which hampers the development of Morocco’s health sector.
The expected outcomes of the study include a contextualized analysis of the situation (including the institutional framework and the determinants of corruption in the health sector), combined with a literature review on corruption in the health sector and a benchmark analysis with feedback on best practices from six countries representing high‑income, upper‑middle‑income, and lower‑middle‑income economies.
The study will also enable the identification of the prevailing corruption risks in the health sector, the determination of their typology and frequency, and the analysis of their characteristics, manifestations, and impacts on both patients and the healthcare system. It will also identify the causes of vulnerabilities and dysfunctions that foster corrupt practices and risks; establish a detailed mapping of corruption risks among key stakeholders and across major processes; and finally propose strategic options to facilitate the development of prevention and control plans, as well as monitoring and evaluation mechanisms.
