Tarkhiss: A New Platform to Accelerate the Digital Transformation of the Healthcare Sector

The digital platform “Tarkhiss” was officially launched on Tuesday in Rabat as part of the efforts of the Ministry of Health and Social Protection to continue implementing the reform of the healthcare system and to accelerate the momentum of the sector’s digital transformation.

The launch of this platform took place during a meeting chaired by the Minister of Health and Social Protection, Amine Tehraoui, in the presence of the Director General of the Moroccan Agency for Medicines and Health Products (AMMPS), Samir Ahid, as well as several institutional officials, industry stakeholders, and professionals from the pharmaceutical sector, reflecting the strategic importance of this new mechanism in modernizing the regulation of medicines and health products in Morocco.

Developed by the AMMPS, this platform represents a central milestone in the transformation strategy led by the Agency, within the framework of strengthening health sovereignty in line with the High Royal Directives and in response to changes in the healthcare sector. The “Tarkhiss” platform thus marks a decisive step in the evolution of regulatory practices, enhancing transparency, simplifying procedures, and improving the efficiency of administrative processes.

Speaking on this occasion, Amine Tehraoui stated that the launch of this platform marks the culmination of sustained work and, at the same time, a starting point, insofar as the system is expected to evolve in terms of timelines, clarity, and practices. He specified that this dynamic is not limited to the administration or the Agency but is part of a collective commitment.

This platform will introduce greater clarity to procedures, provide better visibility in the processing of applications, and above all establish a framework in which the rules are explicit for all, he added, recalling that transparency is no longer an option but a fundamental rule for stakeholders in the sector.

The minister also emphasized that “Tarkhiss” constitutes an initial, immediate operational response, establishing itself as a true “standard” rather than a simple tool. He noted that it also represents a starting point within a reform dynamic that is set to continue progressively and resolutely, despite challenges, following a clear course of action.

For his part, the Director General of the AMMPS presented the Agency’s strategic vision for digital transformation, based on the modernization of business processes and IT infrastructure, as well as the integrated digitization of all procedures related to the declaration of activities and the registration of medicines and health products.

He recalled that the “Tarkhiss” platform is one of the structuring projects of this strategy, enabling the harmonization, standardization, and securing of administrative processes, with a direct impact on improving the quality of public service. This positions the AMMPS among the most advanced regulatory authorities at the international level, thanks to the adoption of digitalized processes aligned with global standards.

He further stated that the platform incorporates advanced technologies, notably analytical support tools based on artificial intelligence, in order to optimize the processing of applications, making Morocco one of the first countries to adopt such innovations in the field of health product regulation.

The deployment of “Tarkhiss” begins with an initial phase dedicated to cosmetic and personal hygiene products, a sector comprising nearly 3,500 operators. This phase now ensures the full digitization of procedures, including the declaration of establishment activities, the registration and renewal of certificates, the issuance of free sale certificates, and the authorization to import raw materials.

This platform represents the first step in a gradual rollout that will cover all health products as well as medicines, in accordance with the AMMPS digital roadmap.

During this ceremony, several operators shared their testimonials, highlighting the immediate benefits expected from this digital transformation, particularly in terms of simplifying procedures, reducing processing times, enhancing transparency, and enabling real-time tracking of their applications through a single digital platform.

With the launch of “Tarkhiss,” the Ministry of Health and Social Protection, alongside the AMMPS, reaffirms its commitment to continuing the modernization of the pharmaceutical sector and raising national regulatory standards in alignment with international best practices in order to meet the expectations of citizens and professionals in the sector.
