Right of Access to Information: The Ministry of Justice Joins the PNDAI
Abdellatif Ouahbi and Omar Seghrouchni signed an accession agreement that reflects the commitment of both parties to strengthen the effective implementation of the right of access to information and to facilitate its exercise.
A partnership agreement concerning the Ministry of Justice’s accession to the National Portal for the Right of Access to Information (PNDAI), overseen by the Commission for the Right of Access to Information (CDAI), was signed on Tuesday in Rabat, with the aim of improving performance and strengthening the efficiency and transparency of the justice system.
Signed by the Minister of Justice, Abdellatif Ouahbi, and the President of the National Commission for the Control of Personal Data Protection (CNDP), Omar Seghrouchni, this agreement reflects the commitment of both parties to strengthen the effective implementation of the right of access to information and to facilitate its exercise. It also demonstrates a shared awareness of the importance of institutional cooperation in consolidating this right within public services.
This signing also falls within the framework of implementing the High Royal Directives aimed at promoting the principles of transparency and good governance, and in application of the provisions of the Kingdom’s Constitution, particularly those relating to the right of access to information. It constitutes a new institutional step reinforcing the Ministry of Justice’s openness to its environment.
On this occasion, Mr. Ouahbi stated that his department’s accession to the PNDAI reflects a clear institutional commitment to making transparency a cornerstone of the functioning of the judicial service, while bringing information closer to citizens within a framework of responsibility and efficiency, thereby strengthening trust in the justice system and supporting the overall reform process underway in Morocco.
He noted that this portal will help protect citizens’ personal data and facilitate the ministry’s work in terms of digitization and modernization of the judicial administration, especially since the field of justice requires respect for confidentiality in order to preserve individuals’ dignity and the presumption of innocence.
For his part, Mr. Seghrouchni emphasized that this signing is of great importance and comes as a continuation of the previous accessions of the Supreme Council of the Judicial Power and the Presidency of the Public Prosecution for the implementation of the right to information in the courts, in accordance with Article 2 of Law No. 31.13.
He observed that the objective of this measure, which is important for citizens and foreign nationals legally residing in Morocco, is to clarify judicial procedures and the justice system, thereby contributing to providing a uniform service to citizens within the framework of the right to information.
The PNDAI is a digital platform that enables citizens, as well as foreign nationals legally residing in Morocco, to submit and track requests for access to information and related complaints, in accordance with the provisions of Law No. 31-13.
It also makes it possible to provide precise data and indicators for the benefit of the relevant institution or body, helping to improve the quality of services and strengthen the effectiveness of the system governing the right of access to information.
