Dams: The Government Sets the Rules for the Special Registry
The Government Council has adopted a draft decree establishing the content and management procedures of the dam registry, as part of implementing the law on the safety of hydraulic structures and strengthening transparency.
The Government Council approved, on Thursday, draft decree No. 2.25.502 defining the content of the special dam registry, presented by the Minister of Equipment and Water.
This draft decree is part of the implementation of the provisions of Article 20 of Law No. 30.15 on dam safety, which serves as the reference framework for establishing and maintaining the said registry, stated the Minister Delegate in charge of Relations with Parliament and government spokesperson, Mustapha Baitas, during a press briefing following the Council meeting.
The draft includes provisions for the comprehensive and precise recording of all information related to dams, as well as the regulation of how the registry is maintained, both in paper and digital formats, he added.
It also aims to define the operator’s responsibilities regarding updating and ensuring the accuracy of the information, while strengthening transparency and traceability by requiring the operator to regularly submit copies of the registry to the government authority in charge of water and to the relevant river basin agency, Baitas noted.
The draft further seeks to provide an overall regulatory framework capable of recording all operations, interventions, and events likely to affect the structure, with the goal of enhancing public safety and protecting people and property, he concluded.
