“The social question commands all My attention and deeply concerns Me, both as King and as a human being. Over the course of two decades, the achievements accomplished by Morocco and the gains secured for Moroccans constitute a genuine source of satisfaction and pride. (…)
By the will of God, We shall continue the action undertaken in this field with all the required commitment and necessary rigour. Together, it is our responsibility to identify existing shortcomings and provide the appropriate remedies. (…)
It is unreasonable that more than one hundred support and social protection programmes, in various formats and allocated tens of billions of dirhams, should be scattered across several ministerial departments and multiple public stakeholders. In fact, these programmes overlap, lack coherence and fail to effectively target the categories that are truly eligible.
How, then, can one hope that these programmes will respond effectively to citizens’ needs and genuinely impact their daily lives?
There is no need to recall here that Our criticisms are not an end in themselves, but an incentive to self‑criticism—a virtuous and salutary exercise—provided that words are accompanied by action and genuine reform.
In this regard, We believe that the new initiative of the ‘Unified Social Registry’ (USR) represents a promising starting point, likely to lead to a gradual improvement in the effectiveness of social programmes in the short and medium term.”
