PACTE TPME: A new support and assistance scheme
Maroc PME has launched, under the chairmanship of Ryad Mezzour, Minister of the Economy and Finance, the Plan for Accelerating the Growth and Transformation of Very Small, Small and Medium-Sized Enterprises (TPMEs).
On this occasion, Mezzour indicated that the SME Pact (PACTE TPME), which is based on participatory governance designed to respond as closely as possible to companies’ expectations, aims to provide SMEs with high‑quality shared services.
This mechanism is structured around four major areas of intervention. The first seeks to support the growth of SMEs so that they can not only develop on the domestic market but also expand into international markets—an unprecedented step for this type of support. The second focuses on strengthening companies’ resilience in the face of cyclical and structural constraints, enabling SMEs to overcome economic difficulties and crises. The third area centres on improving competitiveness, notably through the adoption of quality standards, the reduction of carbon footprints and easier access to markets. Finally, the fourth area concerns skills development within SMEs.
Mezzour also emphasised the importance of interministerial coordination, welcoming the support of the Ministry of Tourism, which has delegated the operational implementation of several programmes to the agency Maroc PME.
For her part, Ammor stressed that the Executive has chosen a strategic orientation that places SMEs at the heart of its action, given their decisive role in innovation, job creation, territorial development and the enhancement of Morocco’s tourism experience.
Alj, for his part, considered that this new plan marks a shift in approach, moving from a logic of fragmented schemes to structured and coherent support.
Highlighting the central role of the private sector, the President of the CGEM affirmed the Confederation’s mobilisation to ensure wide dissemination of this plan, notably through the organisation, starting next week, of regional meetings as part of the “Business Forums”.
Meanwhile, the Director General of Maroc PME, Anouar Alaoui Ismaili, underlined that the launch of the PACTE TPME 2026–2030 marks a new stage in Maroc PME’s strategy. “Its main objective is to strengthen competitiveness and boost the performance of SMEs, which are facing multiple challenges. Through the measures stemming from the PACTE, SMEs will find all the assistance and technical support needed to help them overcome the difficulties they have faced over the past five years.”
