Operation Marhaba 2026: Meeting of the Moroccan–Spanish Joint Commission in Tangier
The mechanism deployed ensures coherence across all sectoral interventions and incorporates additional components relating to traffic flow, security and safety, as well as communication.
The Moroccan–Spanish Joint Commission on Transit held a meeting on Wednesday in Tangier, co-chaired by Mr Khalid Zerouali, Wali and Director of Migration and Border Surveillance, and Ms Virginia Barcones Sanz, Spanish Secretary General for Civil Protection and Emergencies at the Ministry of the Interior.
During the meeting, particular emphasis was placed on the fact that Operation Marhaba reflects the High Solicitude with which His Majesty King Mohammed VI, may God assist Him, surrounds the Moroccan community residing abroad, so that this operation may take place under the best possible conditions at all levels.
In this regard, discussions focused on the operational arrangements put in place by both parties to ensure the smooth and optimal conduct of Operation Marhaba 2026, in which the Mohammed V Foundation for Solidarity plays a central role.
Thus, the deployed mechanism ensures coherence across all sectoral interventions and incorporates additional components relating to traffic flow, security and safety, as well as communication.
In addition, a coherent fleet plan—providing very significant daily capacity for both passengers and vehicles—along with an investment of several million dirhams to upgrade port and airport infrastructure, has been implemented.
Similarly, the mobilisation of Morocco’s consular representations in Spain, with daily duty services, will be ensured, including weekends and public holidays.
On the Spanish side, the operational mechanism notably includes strengthening port processing capacity, mobilising security forces and port police personnel, as well as setting up coordination centres and rest and information areas.
In a press statement on the sidelines of the meeting, Ms Barcones Sanz highlighted the High Solicitude shown by His Majesty King Mohammed VI towards Operation Marhaba, noting that this Royal attention is linked to the strategic importance of this large-scale operation, as well as to its deeply human dimension.
