Morocco-Ethiopia: Signing of a Memorandum of Agreement on Combating Violent Crimes
This agreement establishes a reference framework to structure cooperation in the security sector, facilitating the exchange of expertise, information, and technical assistance, with the aim of ensuring an effective fight against various forms of organized crime that could threaten the security of both countries.
The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and the Commissioner General of the Ethiopian Federal Police signed a memorandum of agreement on operational, intelligence, and technical cooperation on Monday in Marrakech, aimed at combating various forms of violent crime and organized crime that threaten the security of both countries.
The signing of this agreement took place on the sidelines of the 93rd session of the General Assembly of the International Criminal Police Organization (INTERPOL), held in Marrakech from November 24 to 27, 2025, according to a statement from the General Directorate of National Security (DGSN).
This agreement stipulates the establishment of a reference framework to structure cooperation between the two countries in the security sector, facilitating the exchange of expertise, experiences, information, and technical assistance, in order to ensure a deep understanding and an effective fight against various forms of organized crime that could threaten the security of both countries, the same source specifies.
The memorandum of agreement also enables Morocco’s national security services to provide their Ethiopian counterparts with all necessary assistance in training, technical support, and intelligence, allowing them to develop their human resources and strengthen their capacities in crime prevention and combat.
This agreement defined its scope of application in the fields of combating human trafficking, illegal immigration, human organ trafficking, drug trafficking, psychotropic substances and chemical precursors, illicit trafficking of weapons, explosives and hazardous materials, combating cybercrime, and fighting financial and economic crime and money laundering, in addition to all areas that may constitute a subject of common interest for both countries.
Following this signing, the statement adds, the Director General of National Security and Territorial Surveillance and the Commissioner General of the Ethiopian Federal Police held talks during which they reviewed the progress of bilateral security cooperation and the means to promote this partnership between the two countries, in order to consolidate and strengthen common security.
