Moroccan Banks in Europe: Agreement with France Finalized
The agreement, which has been approved by the European Commission, paves the way for negotiations with other countries, notably the Netherlands and Belgium, and soon Spain and Italy.
The Governor of Bank Al-Maghrib, Abdellatif Jouahri, expressed confidence on Tuesday in Rabat about the continued operations of Moroccan banks in Europe, following the agreement concluded with France on the implementation of the European CRD VI directive.
Approved by the European Commission, this agreement allows Moroccan institutions to continue their intermediary operations with clients residing in the European Union (EU) without major difficulties, despite the tightening of the regulatory framework applicable to non-European banks, Jouahri explained during a press briefing after the first quarterly meeting of BAM’s Board for the year 2026.
“The fact that the agreement we reached with France enables our banks to continue their intermediary operations without major difficulty is already a significant advantage for us,” he said, noting that this achievement greatly influences the positions of other European countries.
In this context, he indicated that the task force led by the Ministry of Foreign Affairs, African Cooperation, and Moroccans Living Abroad continues to hold discussions with several member states.
Following an initial visit to the Netherlands and Belgium, talks are ongoing with these two countries, while discussions are expected to begin soon with Spain and Italy, according to the Governor of BAM.
