Ministry of Justice: Creation of a National Agency for Managing Seized Assets

In response to a question in the Upper House, Ouahbi pointed out that Morocco currently lacks an institutional framework in this regard, unlike other countries that have achieved significant financial and social results through similar mechanisms.

In this regard, he noted that actions have been underway for about two years in collaboration with the Ministry of Finance and other relevant departments to develop a draft for the agency’s establishment.

The minister explained that the lack of such an agency results in the waste of seized assets, which often remain abandoned in court premises or local government facilities, unused until they deteriorate. The future agency would be responsible for selling or allocating these assets for social purposes, serving public institutions and the general interest.

In the same context, the minister noted that the current situation regarding the draft law on the organization of the legal profession does not constitute a crisis, but rather a natural divergence of viewpoints concerning a legislative approach to a legal and institutional situation that has been stable for decades.

He added that the dialogue remains open with all parties, emphasizing that for it to be fruitful and successful, it must be grounded in governmental and national logic. “We legislate for the state and its institutions, not for bodies, individuals, or interests,” he argued.

The minister further stated that the file has been submitted to the legislative institution, which is carrying out its constitutional role. He reaffirmed his willingness to engage in serious and responsible dialogue on the matter.
