Government Performance Review: Overview of Structural Reforms and Social Programmes
Three new university hospital centres (CHUs) were completed during the current mandate in Tangier, Agadir and Rabat, alongside the launch of construction works for five additional CHUs, with a total investment of approximately MAD 17.2 billion, in Laâyoune, Rabat, Guelmim, Berrechid and Béni Mellal. This has been accompanied by the renovation of five university hospitals in Fez, Casablanca, Rabat, Marrakech and Oujda, with a budget of MAD 1.7 billion.
The government has worked to implement a set of structural reforms and social programmes aimed at expanding social protection and strengthening equitable access to basic services, in line with the High Royal Directives intended to lay the foundations of the welfare state.
A significant effort has been made to increase funding for the health sector, with the budget rising from 19.7 billion dirhams (MAD) in 2021 to 42.4 billion MAD in 2026—an increase of 115% over the course of the current mandate—according to a document on the government’s performance.

In addition, 29 hospital projects were completed at regional and provincial levels over the 2022–2025 period, increasing national bed capacity by 3,168 beds. At the same time, 20 further hospital facilities are currently under construction and scheduled to enter service in 2026, in addition to 15 new hospital projects planned for the same year.
As for the budget allocated to the education sector, it also increased over the period in question, rising from 58.9 billion MAD in 2021 to a total of 99.1 billion MAD in 2026, representing an increase of 68%.
In this context, a total of 788 educational institutions were created, including 472 in rural areas, 109 community schools and 120 boarding schools.
With regard to the expansion of higher education provision, 15 public university establishments were opened, five of which were newly created during this period. These include three Faculties of Medicine and Pharmacy in Béni Mellal, Errachidia and Guelmim, as well as two National Schools of Artificial Intelligence and Digital Technologies in Berkane and Taroudant.
Concerning direct social assistance, more than 3.9 million households have benefited from the scheme, representing over 12 million people. The amounts provided range between 500 and 1,350 dirhams. Since the launch of direct social assistance in December 2023, the total aid disbursed to beneficiaries has reached nearly 52 billion MAD.
As for the universalisation of compulsory health insurance, nearly 11 million eligible beneficiaries have been registered under the AMO Tadamon programme, while the number of beneficiaries of the AMO Achamil scheme exceeds 418,000, the same source concludes.
