Full Text of the Royal Message Addressed to the Chairman of the United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People

Here is the full text of the Royal Message:

” Praise be to God, Prayer and blessings upon the Prophet, His family, and His companions.

Excellency, Mr. Coly Seck, President of the Committee for the Exercise of the Inalienable Rights of the Palestinian People,

Excellencies, Ladies, Gentlemen,

On the occasion of the International Day of Solidarity with the Palestinian People, it gives Me pleasure to extend My thanks and the expression of My consideration for the sincere and constant efforts you are deploying to achieve the noble objectives assigned to your honorable Committee. Moreover, I salute your good offices internationally to support the brotherly Palestinian people, advocate for their just Cause, and uphold their legitimate rights.

This is also the moment for Us to once again assure you of the firm and constant commitment of the Kingdom of Morocco to the Palestinian question, by contributing constructively and effectively to the efforts seeking a just Solution to this issue, considered the cornerstone for establishing peace and stability in the Middle East.

Excellencies, Ladies, Gentlemen,

Throughout the past two years, the Palestinian people have endured the worst sufferings, far beyond what any human community can bear: massacres, forced displacement, and deprivation of food in the Gaza Strip, daily aggressions and intimidation in the West Bank and East Jerusalem.

In solidarity with the Palestinian people and in response to the humanitarian catastrophe they have experienced, the Kingdom of Morocco took the initiative, on five occasions since October 2023, to send emergency humanitarian aid to the Gaza Strip, including foodstuffs, water, relief materials, medicines, and medical supplies. The most recent operation was the establishment, in two phases, of an airlift to transport nearly 300 tons of Moroccan humanitarian aid and deliver it to the final destination via an unprecedented land route.

Excellencies, Ladies, Gentlemen,

After the devastating two-year war that ravaged Gaza, sustained and intense diplomatic efforts have resulted in a ceasefire agreement that We hope to see fully implemented in all its phases. Thus, it will be possible to stop the killing machine and alleviate the suffering of the brotherly Palestinian people, by facilitating the smooth and sufficient provision of humanitarian aid intended for them. This will also allow for the urgent launch of the reconstruction process and ultimately open prospects for a just and comprehensive political settlement of the Palestinian question.

Saluting this positive development, We duly value the tireless efforts and personal involvement of His Excellency President Donald Trump, whose role was decisive in achieving this noble objective. Likewise, We appreciate the relentless efforts made, to this end, by all mediators.

Excellencies, Ladies, Gentlemen,

We are at a pivotal moment, full of hope, in the long march of the Palestinian people toward freedom and independence. It is therefore necessary to take advantage of the opportunities and possibilities offered by this decisive turning point through continuous regional and international mobilization, to ensure the implementation of all terms of the agreement.

In this regard, the Kingdom of Morocco, faithful to its commitment to peace, affirms that it is fully prepared to actively contribute to all stages and all processes agreed upon within this framework.

In this context, any international effort aimed at establishing a just and lasting peace must, in Our opinion, be guided by the following fundamentals:

– Guarantee the unity of the Gaza Strip and the West Bank, politically and administratively, under the supervision of the Palestinian National Authority, with the perspective that together they form an integral part of the desired Palestinian State, with East Jerusalem as its capital.

– Support the Palestinian National Authority, under the leadership of My brother His Excellency President Mahmoud Abbas, and strengthen its political, administrative, and financial capacities.

– Support the Palestinian economy by removing obstacles to the free movement of goods, capital, and people.

– Encourage Palestinian reconciliation efforts to ensure national unity under the auspices of the Palestine Liberation Organization (PLO).

– Engage, according to a precise and well-defined timeline and within the perspective of the Two-State Solution, a serious negotiation process between the parties, whose ultimate goal is to establish a sovereign and viable Palestinian State on the borders of June 4, 1967, with East Jerusalem as its capital, living side by side with the State of Israel, in peace and security.

Excellencies, Ladies, Gentlemen,

A just and lasting settlement of the Palestinian question is only conceivable if the subject of Al-Quds Acharif (Holy Jerusalem) is treated with seriousness and responsibility, given the strong symbolism associated with the Holy City and its highly sensitive status.

Conscious of this dimension, in Our capacity as President of the Al-Quds Committee, emanating from the Organization of Islamic Cooperation (OIC), We relentlessly pursue efforts aimed at preserving the authentic civilizational character of the Holy City of Al-Quds, protecting its legal status, and defending the sanctity of its Islamic and Christian Holy Sites. For this, We combine diplomatic work and on-the-ground actions through social projects implemented by the Bayt Mal Al-Quds Acharif Agency.

In this regard, We wish to express Our deep concern regarding the resurgence of provocative acts unilaterally carried out by the Israeli side in the city of Al-Quds and the repeated violations of the sacred Al-Aqsa Mosque. These are serious transgressions whose potential adverse consequences have been the subject of incessant warnings from Us. Indeed, they contribute to fueling the discourse of extremism and hatred to the detriment of wisdom and moderation. These actions, if they persist, threaten to drag us into the spiral of a religious confrontation that could, God forbid, engulf the entire region.

While the attention of the entire world is focused on the recent positive developments in Gaza following the ceasefire, the West Bank is experiencing an equally tragic and perilous reality due to the expansion of settlements and the intensification of daily attacks targeting Palestinians and their properties, aiming to displace peaceful populations. The ultimate goal is to impose a de facto and de jure annexation, at the risk of undermining the material foundation of the Two-State Solution.

Excellencies, Ladies, Gentlemen,

Amidst the continuous international recognitions of the State of Palestine, the growing global momentum in favor of the right of Palestinians to establish an independent State within the framework of the Two-State Solution, strengthens the dynamic initiated by the Global Alliance for the Implementation of the Two-State Solution, under the joint initiative of the Kingdom of Saudi Arabia and the French Republic. It also reflects the increasing conviction that there is no alternative to this Solution and that any further procrastination to delay its implementation is no longer justified.

As a sign of adherence and support to this dynamic, and in partnership with the Kingdom of the Netherlands, the Kingdom of Morocco hosted, in May 2025, the fifth meeting of the Global Alliance for the Implementation of the Two-State Solution.

The Two-State Solution has therefore become an immediate requirement dictated by political realism. At the same time, it carries a humanitarian and moral significance by virtue of which justice must be rendered to a people deprived for decades of its legitimate political rights and dignity, which are nevertheless guaranteed by all divine and secular laws.

Excellencies, Ladies, Gentlemen,

The Kingdom of Morocco, strengthened by its unshakable faith in the centrality and justness of the Palestinian question, driven by its attachment to the option of a just peace and by the will to take advantage of the virtuous dynamic induced by the ceasefire agreement, reaffirms its readiness to join international efforts aimed at creating the conditions conducive to the relaunch of the peace process in the Middle East. These efforts must be deployed according to clear standards and within a reasonable timeframe, far from any logic of crisis management. The ultimate goal is to establish a climate of security, stability, and prosperity for all the peoples of the region.

In conclusion, while reiterating My sincere thanks to the members of the honorable United Nations Committee, I exhort them to continue their praiseworthy efforts to mobilize international support in favor of the inalienable rights of the Palestinian people, within the framework of a vision based on constructive participation in the establishment of a just and lasting peace, on the basis of the Two-State Solution.
