Children with Disabilities: Draft Decree Approved by the Government Council

The Government Council, convening Thursday in Rabat, approved Draft Decree No. 2.23.152 implementing Article 13 of Framework Law No. 97.13 on the Protection and Promotion of the Rights of Persons with Disabilities (revised version).

Presented by Mohamed Saâd Berrada, Minister of National Education, Preschool, and Sports, this draft aligns with the execution of provisions under Article 13 of Framework Law No. 97.13. The article references a regulatory text defining the composition of regional committees established under the Regional Academies of Education and Training, stated Mustapha Baitas, Delegate Minister in charge of Relations with Parliament and Government Spokesperson, during a press briefing following the Council meeting.

Baitas clarified that these committees are tasked with reviewing the cases of school-age children with disabilities enrolled in educational and training institutions, guiding or reassigning them when necessary, and monitoring their academic progress and training trajectories.

Furthermore, the Minister noted that the draft decree includes provisions outlining the composition of these regional committees and their operational procedures. It also specifies additional measures granting the committee’s president the authority to establish—via a decision from the director of the Regional Academy of Education and Training—subcommittees dedicated to overseeing the schooling of children with disabilities.

The text further stipulates that each regional committee must prepare an annual report detailing its activities. This report will be submitted to the relevant departments of the central administration of the Ministry of National Education, Preschool, and Sports; the Ministry of Solidarity, Social Integration, and Family; and the Ministry of Health and Social Protection.
