Al-Haouz Earthquake: Over 53,000 Homes Rebuilt
As of November 10, 53,374 housing units are at the stage of structural acceptance and 55,175 are in the phase of foundation acceptance, stated the Minister, Fatima Ezzahra El Mansouri.
The number of homes rebuilt following the Al-Haouz earthquake reached 53,648 units as of November 10, stated the Minister of National Territorial Planning, Urban Planning, Housing, and City Policy, Fatima Ezzahra El Mansouri, this Monday at the House of Representatives.
In response to an oral question on “The Reconstruction of Homes Damaged by the Al-Haouz Earthquake,” El Mansouri emphasized that 53,374 housing units are at the stage of structural acceptance and 55,175 are in the phase of foundation acceptance, specifying that 58,945 building permits have been issued by the competent study commissions.
In response to another question regarding the “Direct Housing Assistance Program,” the government official highlighted that 75,760 citizens have received this assistance, of whom 62% received 70,000 DH and 38% received 100,000 DH, noting that the monthly average of beneficiaries has increased by 39%, rising from 2,749 beneficiaries per month in 2024 to 3,818 beneficiaries per month currently.
This program, she said, has addressed housing needs in certain cities that had not sufficiently benefited from previous programs, notably Fès (13%), Settat (3%), El Jadida (4%), Benslimane (3.5%), Oujda (3%), and Berkane (2.6%).
On the economic front, El Mansouri noted that the program has generated positive results, with an 11.29% increase in cement sales, a 3% rise in housing loans, and a 4.5% increase in credit for real estate developers, indicating that the contribution of small businesses exceeded 80%, in addition to the creation of 74,000 jobs in the construction and public works sector.
Regarding the progress of the “Cities Without Slums” program, the minister stated that by November 2025, it has improved the living conditions of 373,927 families and declared 62 cities and urban centers slum-free, “including Es-Smara and Laâyoune, which will be proclaimed this month” as cities without slums.
She recalled that her department has worked, during the current government term, to accelerate the pace of addressing substandard housing by relying on a precise diagnosis of previous approaches and prioritizing rehousing through the involvement of the private sector, which has accelerated the pace of intervention.
The number of beneficiary families thus increased from 6,000 per year (2018–2021) to 18,000 per year (2022–2025), particularly in Témara, Greater Casablanca, Skhirat, Salé, Es-Smara, and Guercif, she stated.
