Agriculture: Mid-Term Review Study Launch of the Generation Green Strategy

Initiated by the Ministry of Agriculture, this study aims to conduct a mid-term evaluation of the Generation Green 2020-2030 strategy. It must also result in an acceleration plan for the implementation of this strategy for the remaining years.

Five years after its launch, it is already time for a mid-term review of Generation Green, the national strategy that set the major guidelines and development axes for the agricultural sector by 2030.

Indeed, the Directorate of Strategy and Statistics within the Ministry of Agriculture has just launched an international tender for the selection of the service provider that will be in charge of conducting a study aimed at establishing an assessment of achievements by the end of 2025 and proposing an acceleration plan for implementation for the remaining period until 2030.

The study also plans for action plans and the vision for the long-term development of national agricultural policy. The estimated cost for the provision of the study is set at nearly 10 million dirhams.

In its “assessment” section, the study must establish a precise diagnosis of the progress status of the strategy at national and regional levels. The service provider must notably establish the physical and financial assessments and the mid-term impact for the various programs of the Generation Green strategy and the sectoral performance contracts signed with interprofessional bodies and the agri-food industry. Particular focus will be placed on analyzing the value chains of priority sectors, such as cereals, legumes, oilseeds, as well as arboricultural and animal sectors.

The study will also establish an analytical and evaluative assessment of the achievements made in the area of human capital development, notably the impacts of this strategy in favor of the emergence of a new generation of the middle class and young agricultural entrepreneurs.

Overall, a series of performance indicators will be measured to quantify the economic and social impact of the strategy: number of new households accessing the middle class; agricultural incomes (income per rural inhabitant, gap between SMAG/SMIG, rural poverty rate), number of jobs created, evolution of labor productivity, rate of coverage for basic product needs, availability of agricultural products, price index, water resources, etc.

On another front, the study must evaluate the needs for agricultural products for the national market and export prospects for the horizons 2025, 2030, 2035, 2040, and 2050.

Based on this diagnosis and the identification of the most critical bottlenecks, the study must define an acceleration plan for the implementation of the Generation Green strategy by 2030, while identifying emerging risks. Particular attention will be paid to the axes to be prioritized for relaunching, such as irrigation, youth entrepreneurship, distribution and logistics, or agricultural sector productivity. In the longer term, the study will contribute to conceptualizing an “agricultural vision 2050,” detailed by region and production basin.

The overall execution period for this contract is set at nine months. The opening of bids is scheduled for March 10th.
