The House of Representatives adopts the 2026 Finance Bill in second reading
The 2026 Finance Bill was approved by 80 deputies against 25 oppositions, with no abstentions, during a plenary session chaired by Rachid Talbi El Alami.
On Friday, the House of Representatives adopted, by majority vote and during a second reading, the Finance Bill (PLF) No. 50.25 for the 2026 fiscal year.
Following its approval by the Finance and Economic Development Committee, the 2026 PLF was thus passed with 80 votes in favor and 25 against, with no abstentions, during a plenary session chaired by the Speaker of the House, Rachid Talbi El Alami.
During the general discussion before the said Committee, the Minister of Economy and Finance, Nadia Fettah, emphasized that this bill reflects the major efforts made by the Kingdom to consolidate the foundations of “Morocco’s emerging trajectory,” aimed at an integrated development dynamic that reconciles economic efficiency, social justice, and territorial cohesion.
Furthermore, Ms. Fettah stated that this project holds “strategic importance,” as it contextualizes the progress achieved over the past two decades, which has contributed to profound economic and social transformations and outlined the framework of the New Development Model (NDM).
She added that this budget bill represents a “pivotal step” in public management through the launch of a new generation of territorial development programs, based on leveraging local specificities, operationalizing advanced regionalization, and strengthening solidarity between regions.
She noted that these programs rely on the alignment of actions by various public stakeholders around clearly defined priorities and projects with tangible impact, in order to enhance territorial cohesion and deliver concrete results for the benefit of citizens.
Simultaneously, the 2026 PLF aims to implement the government’s commitments outlined in its 2021–2026 program, in harmony with the recommendations of the NMD report, which has defined Morocco’s priorities for the coming decades, the Minister noted.
