Rémy Rioux: AFD Plans to Support Development Momentum in Dakhla-Oued Eddahab

Dakhla, Monday — The French Development Agency (AFD) plans to support the ongoing development momentum in the Dakhla-Oued Eddahab region by establishing strategic partnerships with local stakeholders, affirmed AFD Director General Rémy Rioux during an announcement in Dakhla.

“On behalf of the French government, the French Development Agency (AFD) seeks to explore ways to contribute to the development of the Dakhla-Oued Eddahab region,” emphasized Mr. Rioux in a press statement following his meetings with the Wali of the Dakhla-Oued Eddahab region and Governor of Oued Eddahab Province, Ali Khalil; the Regional Council President, El Khattat Yanja; and the President of Dakhla’s Municipal Council, Erragheb Hormatallah.

Leading a high-level delegation during his working visit to Morocco, Mr. Rioux affirmed that AFD will also focus on strengthening the capacities of local stakeholders, particularly in development planning, underscoring the importance of coordination with the region, the Multiservice Regional Agencies (SRM), and Local Development Companies (SDL).

He further expressed admiration for the region’s natural and cultural assets, including the Atlantic Ocean, desert landscapes, archaeological sites, and the diversity of its heritage. These assets, he noted, grant the region exceptional development potential, especially in tourism, culture, and the blue economy.

The meetings in Dakhla provided the French delegation with insights into the region’s comprehensive development momentum and the programs and projects underway to establish it as a strategic hub. During their visit, delegation members conducted field tours of the Dakhla Atlantique port construction site—a flagship project under the new development model for the Kingdom’s Southern Provinces—as well as the Dakhla fishing port.

This visit by AFD’s Director General aligns with the Enhanced Exceptional Partnership established between His Majesty King Mohammed VI and French President Emmanuel Macron. It tangibly reflects the shared commitment to deepening the already robust bilateral cooperation between the two nations and supporting inclusive, sustainable development initiatives across all regions of the Kingdom.
