Public Sector: The Average Net Salary Will Rise To 10,100 Dirhams By Early 2026

The average net monthly salary will increase from 8,237 dirhams in 2021 to 10,100 dirhams by early 2026, stated Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Skills.

Speaking on the occasion of May 1st, Mr. Sekkouri explained that the minimum net monthly wage in the public sector had stood at 3,000 dirhams over the past five years. He added that, thanks to the government’s efforts in line with the directives of His Majesty King Mohammed VI, the minimum wage will increase from 3,000 dirhams to 4,500 dirhams.

The minister noted that agreements have been reached in several sectors to address injustices faced by certain groups, citing the education sector, for which a budget of 17 billion dirhams has been allocated.

He recalled the agreements concluded at the end of 2023, which enabled the disbursement of a general raise of 1,500 dirhams benefiting 330,000 officials in the Ministry of Education, including teaching staff. This was in addition to a set of allowances, such as increased compensation for Grade 3 and higher officials in the “Excellent” grade category, which benefited approximately 12,000 individuals, including teachers.

The implementation rate for the most recent agreement, signed in December 2023, has reached 80%, Mr. Sekkouri stated, emphasizing that sectoral dialogue continues to monitor all commitments “to rectify an unsuitable situation and address the injustices affecting the teaching community.”

Regarding the healthcare sector, which has “contributed greatly to Morocco,” the total financial cost of social dialogue in this sector amounted to 3.5 billion dirhams. This facilitated a 500-dirham salary increase for nurses and raises for administrative staff.

The minister added that the promotion process has been improved, with an increase in the value of professional risk allowances for nursing, administrative, and technical personnel. He noted that this allowance, granted for the first time to research professors affiliated with the Ministry of Health, was formalized in a decree adopted by the Government Council last week.

Furthermore, Mr. Sekkouri highlighted that a special status has been approved for the Scientific Attachés Authority under the Ministry of Health and Social Protection. This status includes a net monthly salary increase of 1,800 dirhams, retroactively effective from January 1, 2023, and distributed in three installments.

In addressing social issues, the government has introduced significant reforms to enable hospitals to fulfill their roles. These include the Royal Project to Universalize Social Protection, aimed at ensuring all citizens benefit from the same basket of services—whether they can contribute financially or are enrolled in the “AMO TADAMOUN” solidarity system, the minister stressed.

Turning to higher education, Mr. Sekkouri pointed out that the cost of sectoral dialogue in this field totaled around 2 billion dirhams, with salary increases benefiting approximately 15,000 research professors.

Mr. Sekkouri also highlighted two major Royal initiatives: direct social assistance and direct housing support.

Regarding the first initiative, the minister stated that “the number of beneficiary families has reached 3.9 million across Morocco, following a clear and precise procedure mandated by His Majesty the King.” He noted that the budget allocated to this program amounted to approximately 27.1 billion dirhams by the end of 2025, rising to 29.4 billion dirhams starting in 2026.

As for direct housing support, the minister emphasized that since its launch in January 2024, around 130,000 applications have been received, with roughly 25% coming from Moroccans residing abroad.

The total budget allocated to this program stands at 3.5 billion dirhams, pending the processing of additional applications submitted to this vital Royal initiative, Mr. Sekkouri concluded.
