Guercif: 18.6 Million MAD for the Development of the Economic Activity Zone

Within the framework of promoting economic dynamism in the northern provinces of Morocco, a major tender has just been launched for the development works of an Economic Activity Zone (EAZ) in the province of Guercif. This project aims to equip the region with modern and attractive infrastructure to stimulate investment and local employment. The bid opening is scheduled for November 13th, marking a decisive step in the implementation of this strategic initiative.

The estimated total cost of the works amounts to 18.6 million MAD, a substantial investment that reflects the ambition of the project. The interventions will be carried out in a “single lot,” ensuring optimal coordination between the different components.

Consequential budget for integrated infrastructure

This single lot encompasses an integrated range of essential works to erect a complete and high-performing infrastructure: road development will ensure smooth and secure accessibility for businesses and economic operators, while sanitation networks, including wastewater evacuation and treatment, will lay the foundations for sustainable and environmentally respectful development. Simultaneously, the supply of drinking water will ensure a reliable and high-quality provision, complemented by medium and low voltage (MV/LV) electrification as well as public equipment (PE) for a robust electrical distribution, adapted to the requirements of industrial and tertiary activities. Finally, the deployment of the telephone network will promote optimal digital connectivity, facilitating exchanges and innovation within the zone.

This complete package will transform a plot of land into a functional zone, ready to host varied economic activities, from SMEs to large industrial projects.

The main contracting authority is the Agency for the Promotion and Economic and Social Development of the Northern Prefectures and Provinces (APDESN), an entity dedicated to driving territorial development in the region. It is assisted by the province of Guercif as the delegated contracting authority, ensuring responsive local governance anchored in the specific needs of the province.

Furthermore, the execution period is set at 12 months, starting from the date indicated in the work commencement order. This tight schedule underscores the urgency of finalizing this infrastructure to boost the local economy, in line with the partnership agreement signed for the creation of this EAZ in Guercif.

Technical requirements

To guarantee the quality and compliance of the works, bidders must adhere to strict criteria, particularly for the electrification portion. They must justify a “qualification and classification issued by ONEE.” Failing that, it is imperative to plan for a qualified and ONEE-classified subcontractor, accompanied by a certificate or written commitment from the latter. Non-compliance with this clause will result in the outright rejection of the bid.

Moreover, the pivotal event of this procedure will be the bid opening, scheduled for November 13th, at the offices of the Northern Agency. This public session will allow for the evaluation of candidate bids and the selection of the best-suited company to carry out these crucial works.
