Foreign Affairs: Appointment of 22 New Consuls General

The Ministry of Foreign Affairs, African Cooperation, and Moroccan Expatriates undertook a substantial reshuffle on Thursday, appointing new Consuls General.  

This reshuffle, one of the most significant in recent years, aligns with the Royal High Directives to enhance the quality of consular services and ensure modern, effective, and proactive management of relations with Moroccans worldwide. It stands out both in scale and in the diversity and caliber of the profiles selected.  

The appointments covered 22 consular posts out of the 60 within the Moroccan consular network worldwide, representing 37% of the total positions.  

These appointments target key regions with large Moroccan communities abroad, including Europe: France (13 out of 17 posts), Italy (3 out of 7), Spain (2 out of 12), and Belgium (1 out of 3); as well as North America, with the appointment of a new Consul General in New York.  

Beyond its geographical scope, this reshuffle is notable for its emphasis on gender parity: 10 women were appointed to the 22 open posts (45%), raising the overall rate of women serving as Consuls General within the consular network to 38%. This reflects the Ministry’s ongoing commitment to promoting equal opportunity and elevating women’s expertise in leadership roles.  

The reshuffle also balances experience and renewal:  11 new officials were appointed as Consuls General for the first time, following proven careers within the Ministry or the diplomatic and consular network; 7 existing Consuls General were redeployed; 4 former Consuls General were reappointed to the role.

Several appointees possess dual diplomatic and consular expertise, aligning with the expanded mandates of Moroccan consular missions. These now include broader roles in citizen protection, economic diplomacy, and cultural cooperation.  

This renewal initiative aims to equip Moroccan consular missions with profiles capable of meeting the growing expectations of expatriate communities, prioritizing efficiency, accessibility, and exemplary public service.  

It reaffirms the Kingdom’s commitment to on-the-ground diplomacy, rooted in proximity to its citizens, responsiveness to local realities, and adaptability to the challenges of today’s world.
