TMSA: A Service Hub Demonstrating Its Ingenuity
Renowned in Morocco for its port, logistics, and industrial operations, TMSA is also a major player in new technologies and engineering for infrastructure projects — driven by its innovative services division. Here’s a closer look.

Structured as a holding company, TMSA (Tanger Med Special Agency) is best known for its port, logistics, and industrial activities. However, its Services division is a significant asset for the public Agency, which has built a multi-sector ecosystem over the past two decades, inspiring port authorities worldwide.
This division, through TMSA’s three subsidiaries—Cires Technologies, Tanger Med Engineering (TME), and Tanger Med Utilities (TMU)—is involved in executing or delivering several high-impact projects.
In this context, it is worth noting that Casa Transport officially awarded a contract in February 2025 to the consortium of Cires Technologies, Tanger Med Utilities, and Tanger Med for the upgrade, expansion, and maintenance of the video surveillance system in Casablanca.
The 200 M DH contract secured by TMSA’s subsidiaries will substantially enhance security and streamline traffic flow in the ever-expanding metropolis, which continues to grow due to population increases. Beyond this achievement, Cires Technologies’ numerous prestigious projects underscore its technical expertise and capacity to successfully deliver major initiatives.
A Hub for Innovative Solutions
Cires Technologies operates in electronic security, cloud services, connectivity, cybersecurity, and digital manufacturing. Headquartered in Tangier, the company develops solutions and services related to digital traceability, mobility, and smart flow management (for airports, cities, ports, etc.).
A closer look at its extensive portfolio reveals a wide array of clients beyond the port, logistics, and industrial sectors. Notable clients include Morocco’s three telecom operators (Inwi, Orange, Maroc Telecom), the National Railway Office (ONCF), the National Airports Office (ONDA), OCP Group, as well as the Ministry of Finance and the Ministry of Equipment and Water.
Among Cires Technologies’ many innovations is RidUp, a mobility solution designed to plan transport fleet routes, optimize itineraries (using AI-powered algorithms), and track operations in real time. This system has been adopted by the OCP Group.
Additionally, TMSA’s technological arm, which has supported over 200 organizations, stands out nationally in cloud services. It delivers cutting-edge solutions—such as application processing and exchange, data storage, and management—to prominent public and private entities.
Born from a Public-Public Partnership
Established in 2008, Tanger Med Engineering (TME) leverages the expertise of over 200 professionals, including engineers, and is no exception in delivering impactful projects. Beyond its specialization in port and logistics infrastructure, the engineering firm has contributed to the design and planning of major industrial infrastructure projects in Morocco.
TME emerged from a partnership between TMSA and Novec, a subsidiary of the CDG Group with nearly seven decades of experience in engineering consultancy for infrastructure projects, including highways, dams, airports, university hospitals, stadiums, and skyscrapers.
In addition to advising on port and logistics infrastructure projects in Morocco and African countries (Cameroon, Djibouti, Nigeria, Ethiopia, Côte d’Ivoire, etc.), TME has played a role in constructing roads, industrial zones (Melloussa, TAC, etc.), factories (Sigit, Sogefi, Sealynx, Mitsui), and other projects such as Rabat’s Olympic-sized swimming pool and coastal protection initiatives.
Notably, TME was involved in Morocco’s landmark Sentury Tire factory, built by the Chinese tire manufacturer. Already operational, this 200,000 m² facility, backed by a $490 million investment, aims to produce 12 million tires annually.
Similarly, TME’s expertise is being tapped for a Moroccan anode plant dedicated to battery manufacturing. This project stems from a collaboration between UAE-based Falcon Energy Materials and China’s Hensen Graphite & Carbon Corporation.
Tanger Med Utilities: TMSA’s “Sustainable Stamp”
Tanger Med Utilities (TMU) serves as TMSA’s sustainability spearhead. Its diverse activities include wastewater treatment, potable water quality control, management of non-hazardous and hazardous industrial waste, recycling, energy efficiency, and renewable energy.
As a key player in TMSA’s Services division, TMU strives to be the central ‘utilities’ partner for clients within the Tanger Med port complex and its surrounding industrial zones.
Notably, the Tanger Med port complex will soon feature a floating solar photovoltaic park at the Oued Rmel dam reservoir. Aligned with global climate goals, this initiative aims to decarbonize operations at the Mediterranean’s leading port hub.
