Government : A New Dynamic in Continuity

On October 23, 2024, fourteen new profiles joined Aziz Akhannouch’s team. Immediately, they got to work. Where are they today?

The day after their appointment by the Sovereign, the 14 new members participated in their first Government Council meeting. The six ministers, two delegated ministers, and six secretaries of state were aware of the magnitude of the work ahead.

Moreover, the Head of Government, Aziz Akhannouch, had clearly set the tone: mobilization on all fronts to accelerate the pace of work. The objective was to increase the rhythm to honor the commitments made within the framework of the government program.

With a more than positive mid-term assessment, the Executive had to confirm the trend. Indeed, in his first media outing after the reshuffle, the Head of Government was crystal clear about the adopted philosophy: it was about having political figures of stature, but also sharp profiles. The top priority was to «put the turbo on».

Because, fundamentally, there was a technical dimension, as well as political messages to convey. In the background, there was also a bundle of signals, particularly with the arrival of the young RNI member Lahcen Essaadi, to reveal the importance of youth and its involvement in public management, and the entry of a member of the diaspora in the person of Karim Zidane, as well as the business world materialized by the choice of Mohamed Saad Berrada.

Furthermore, Aziz Akhannouch emphasized that the changes made did not mean filling gaps, since the government had never lacked skills. The proof is that all the projects undertaken were carried out «thanks to the executives who were able to pilot and complete them in the shortest possible time». However, new blood was needed to consolidate the dynamic launched in 2021. So, all the new arrivals knew that their appointment responded to a requirement.

And it must be said that the message was well received, since the new arrivals quickly got to work. Some did not even have time to settle in before tackling urgent files, notably the case of the Minister of Higher Education, Scientific Research, and Innovation, Azzedine El Midaoui, and his colleague in charge of Health and Social Protection, Amine Tahraoui.

Without delay, the two government officials had to «untangle» the crisis in medical faculties. Upon arrival, they resumed dialogue, which had stalled, with students.

Thanks to the mediation of the Kingdom’s Ombudsman, the feared impasse was avoided, and things returned to order.

The other newly installed members did not idle either, notably the Minister of National Education, Preschool, and Sports. In a sector under high tension, Mohamed Saad Berrada quickly took the initiative to start a dialogue with union centers to «defuse» any potential time bomb.

For his part, Karim Zidane, delegated minister to the Head of Government, in charge of Investment, Convergence, and Evaluation of Public Policies, chose a dual approach: developing «Networking» internationally, starting with Asia, without neglecting local investors. His recent tour in the regions and meetings with operators demonstrate this.

This is happening while other ministers, once installed, took their pilgrim’s staff to meet representatives of their respective sectors or associations. This is the case, notably, of the Secretary of State in charge of Maritime Fishing.

Indeed, in familiar territory, Zakia Driouich will meet with the various components of the sector during a communication meeting with the presidents of federations and associations working in the transformation, valorization, marketing, and mariculture of seafood products.

Pursuing Action Levers

Her colleague in charge of Foreign Trade, Abdessamad Kayouh, will opt for a tour of the twelve regions of the Kingdom. A «reconnaissance» tour to «listen» to exporters, particularly SMEs(Small and Medium-sized enterprises). He will return quite «enlightened» about their «expectations», and since then, his teams have been working on developing a roadmap that will cover the period 2025-2026.

In this new dynamic, the Secretary of State in charge of Crafts and Solidarity Economy, the youngest member of the team, will start by learning more about the sector and its problems. Lahcen Essaadi will learn many details from his teams, of course, but also from the operators and their representatives. As someone who likes action on the ground, he will make it his duty to go down to the regions.

Now, this is just a few characteristic traits of the nature of the approach of the new actors in the Akhannouch II government. In perfect harmony with the DNA of the Executive since its inception, the team follows the steps and action levers that have been traced.

Namely, consultation, proximity, and permanent listening to the various living forces. Because, ultimately, this allows both to gauge the needs of each, take into account their proposals, but also and above all ensure that they can appropriate the government’s vision.
