Education Reform: Toward a Public School System That Ensures Equal Opportunities

Speaking this Monday during the plenary session dedicated to general policy questions focused on education reform, the Head of Government, Aziz Akhannouch, stated that the Executive has made this reform “a political choice of sovereign dimensions, transcending sectoral management logic, while moving toward establishing a public school system that ensures the development of competencies and social mobility.”

The royal vision for reforming the education system constitutes a strategic choice and a reference framework to establish a public school system aimed at developing human capital and ensuring equity and equal opportunities, stated the Head of Government, Aziz Akhannouch, this Monday at the House of Representatives.

Speaking during a plenary session dedicated to general policy questions, focused on “Reforming the Education System: From Pioneer Schools to Universities of Excellence for Future Generations,” he emphasized that throughout the 25-year reign of His Majesty King Mohammed VI, the issue of Moroccan schools has been a national priority for the Sovereign.

In this regard, Mr. Akhannouch stressed that “education reform must primarily aim to enable learners to acquire knowledge and competencies, master national and foreign languages, and excel in scientific and technical fields that pave the way for social integration.” He added that the government’s choices, as outlined in its program, are clear and serve as a “political contract with citizens.”

On this note, Mr. Akhannouch proudly highlighted positive indicators in the national education, preschool, and sports sectors, citing key factors such as “the clarity and credibility of the government’s proposals,” “the success of sectoral social dialogue within the Ministry of National Education,” and “the mobilization of financial resources necessary for reform.” He noted that the Executive is working to secure an additional 9.5 billion dirhams annually by 2027, which has already improved daily realities for Morocco’s education community.

The Head of Government underscored that, since taking office, the Executive has positioned education reform as “a political choice of sovereign significance, transcending sectoral management logic, while advancing toward a public school system that ensures skill development, social mobility, and inclusion in the Morocco of the future we all aspire to, under the wise leadership of His Majesty King Mohammed VI.”

He further affirmed the government’s full awareness that overhauling the education system requires mobilizing necessary financial resources, pointing to a total budget of over 85 billion dirhams allocated in the 2025 Finance Law—up from 68 billion dirhams in 2019.

“The shared priority of the government and parliament is to restore Moroccan families’ trust in public schools,” concluded the Head of Government.
