Direct Social Assistance: 29 Billion MAD by 2026 to Support the Most Vulnerable
No less than one million seniors and 60% of families not covered by a family allowance scheme benefit from monthly support under a direct social assistance program, funded with 26.5 billion dirhams (B MAD) in 2025, announced the Head of Government, Aziz Akhannouch, on Tuesday at the House of Councillors.

On Tuesday at the House of Councillors, Head of Government Aziz Akhannouch stated that the Moroccan government has allocated a substantial budget to the Direct Social Assistance (DSA) program: 26.5 billion dirhams for the current year and 25 billion for 2024, aiming to reach 29 billion by 2026. This allocation places Morocco second in Africa by dedicating about 2% of its GDP to this major social program.
During a plenary session devoted to oral questions on “General policy related to strengthening the foundations of equity and social protection,” Akhannouch emphasized the generalization of the program in accordance with the High Royal Instructions. The program aims to address multiple social deficits affecting impoverished families, with a clear ambition: to target nearly 4 million families, or about 60% of households not covered by a family allowance scheme.
The social assistance program is based on monthly payments ranging from 500 to 1,200 dirhams, adjusted according to the composition and situation of each family.
Furthermore, the Head of Government highlighted the implementation since August 2021 of a new social indicators system, published in the Official Journal, designed to improve targeting of vulnerable populations and optimize the use of public resources. This innovative system, led by the Ministry of the Interior in coordination with several government institutions and supervised by a technical commission under the Prime Minister, allows detailed analysis of socio-economic data and integrates the complexity of the informal sector, which represents 34% of the Moroccan economy.
According to these indicators, about 60% of the previously uncovered population now benefits from social assistance, which is based not only on declared income but also on actual household expenses and capacities. This legal framework, established by an official decree, guarantees the sustainability and legitimacy of this social policy.
Since the launch of the digital platform “www.asd.ma” in December 2023, the results have been promising: about 4 million households, nearly 12 million beneficiaries, have already benefited from the program. Among them, 3.2 million also benefit from Mandatory Health Insurance (AMO), while more than 2.4 million households include children, and about 1.5 million households are without children.
The number of children aided has exceeded 5.5 million, and more than one million people over 60 years old receive a monthly allowance intended to preserve their dignity, strengthen their purchasing power, and reduce risks related to aging.
This system is part of an ambitious approach to reducing poverty and supporting the most vulnerable populations of the Kingdom, illustrating the government’s commitment to strengthening the foundations of social equity.
