Council of Ministers: New Royal Appointments

His Majesty King Mohammed VI, may God assist Him, chaired on Monday at the Royal Palace in Rabat, a Council of Ministers dedicated to the approval of an organic bill, four draft decrees related to the military field, several international conventions, as well as proposals for appointments to senior positions, according to a statement from the spokesperson of the Royal Palace.

At the beginning of the Council’s proceedings, His Majesty the King, may God glorify Him, questioned the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests about the impact of rainfall on the agricultural campaign and the current situation of the national livestock, as well as the measures developed by the government for the sustainable replenishment of livestock and the improvement of breeders’ conditions.

The minister responded that the rainfall experienced by our country had a very positive impact, especially on cereal production and autumn and spring crops, fruit trees, as well as a positive impact on vegetation cover and livestock in the different regions of the Kingdom.

In this context, His Majesty the King, may God preserve Him, gave His High Directives to ensure that the livestock replenishment operation is successful at all levels and conducted professionally, according to objective criteria, and that the management of support operations is entrusted to commissions under the supervision of local authorities.

His Majesty the King also questioned the Minister of Equipment and Water about the dam filling rate and its impact on the water situation in our country. The minister noted that the average dam filling rate currently reaches 40.3%, and this increase allows mobilizing 6.7 billion m³ of water, equivalent to the consumption of one and a half years of drinking water.

Subsequently, the Council of Ministers approved an organic bill amending and supplementing the organic law on the status of magistrates. This bill aims to strengthen the guarantees granted to magistrates by adapting to the latest amendments concerning the general statute of the public service. This includes medium-term sick leave, long-term sick leave, maternity, paternity, foster care (Kafala), and breastfeeding leaves.

His Majesty the King, may God glorify Him, also approved four draft decrees related to the military field. These include a draft decree on military air navigation, a draft decree amending and supplementing the decree relating to the status of military attachés, their deputies, and other military personnel assigned to them.

The other two draft decrees modify and supplement, respectively, the Dahir setting the pay of military personnel on monthly salary of the Royal Armed Forces, and the decree setting the pay regime, food, and travel expenses of military personnel on special progressive pay of the Royal Armed Forces, as well as the related administration and accounting rules.

These two projects fall within the special attention given by His Majesty the King, Supreme Commander and Chief of the General Staff of the Royal Armed Forces, to resolving the material situation of members of certain categories of these Forces, in order to develop their operational capacities and raise their level of competence and preparedness.

Within the framework of strengthening partnership and cooperation relations linking Morocco to several brotherly and friendly countries, the Council of Ministers approved eleven (11) international conventions, including eight (8) conventions related to the African space, two at the Asian level, and one convention with a European country.

Six of these conventions have the particularity of having been signed in the cities of Laâyoune and Dakhla in the Moroccan Sahara, which constitutes an explicit recognition of full Moroccan sovereignty over this part of the national territory.

These conventions cover the fields of judicial and customs cooperation, higher education, scientific research and innovation, transport, logistics and energy, avoidance of double taxation and combating tax evasion, in addition to an agreement concerning Morocco hosting a permanent seat of the African Union of the Blind.

And in accordance with the provisions of Article 49 of the Constitution, and on the proposal of the Head of Government, and at the initiative of the Minister of the Interior, His Majesty the King, may God glorify Him, has graciously appointed a number of Walis and Governors to the central and territorial administration.

They are:

  1. Wali, Secretary General of the Ministry of the Interior: Mr. Samir Mohamed Tazi.
  2. Wali, Inspector General of Territorial Administration: Mr. Mohamed Faouzi.
  3. Wali, Director of Electoral Affairs: Mr. Hassan Aghmari.
  4. Wali, Director of Information Systems and Telecommunications: Mr. Abdelhak Harrak.
  5. Governor of Settat Province: Mr. Mohamed Ali Habouha.
  6. Governor of Berrechid Province: Mr. Jamal Khallouq.
  7. 7. Governor of Mohammedia Prefecture: Mr. Adil El Maliki.
  8. Governor of Benslimane Province: Mr. El Hassan Boukouta.
  9. Governor of El Kelaa des Sraghna Province: Mr. Samir Lyazidi.
  10. Governor of Sidi Ifni Province: Mr. Mohamed Darham.
  11. Governor of Sefrou Province: Mr. Brahim Abouzaid.

  22. Governor in charge of regional internal affairs at the Wilaya of Rabat-Salé-Kénitra: Mr. Youness El Khouildi.
  23. Governor in charge of regional internal affairs at the Wilaya of Tanger-Tétouan-Al Hoceima: Mr. Oulaid Lemsafer.
  24. Governor in charge of regional internal affairs at the Wilaya of Marrakech-Safi: Mrs. Hanane Riahi.
  25. Governor, Director of Communication at the Ministry of the Interior: Mr. Abdellah El Alaoui.

And on the proposal of the Head of Government, and at the initiative of the Minister of Foreign Affairs, African Cooperation and Moroccans Living Abroad, His Majesty the King, may God assist Him, proceeded to the appointment of a number of His Majesty’s ambassadors to several friendly and partner countries.

They are:

  1. Mr. Youssef Imani: Ambassador to the Federal Democratic Republic of Ethiopia.
  2. Mr. Mohamed Salah Babana Alaoui: Ambassador to the Republic of Guinea-Bissau.
  3. Mr. Sidi Mohamed Biadillah: Ambassador to the Republic of Mozambique.
  4. Mr. Khalid Afkir: Ambassador to the Republic of Zambia.
  5. Mrs. Nezha Alaoui M’Hamdi: Ambassador to the Republic of Rwanda.
  6. Mr. El Hassan Lasri: Ambassador to the Republic of Iraq.
  7. Mr. Redouane Adghoghi: Ambassador to the Republic of Poland.
  8. Mrs. Nadia El Hnot: Ambassador to the Republic of the Philippines.
  9. Mrs. Meryem Naji: Ambassador to the Socialist Republic of Vietnam.
  10. Mr. Amine Chabi: Ambassador to the Islamic Republic of Pakistan.

And on the proposal of the Head of Government, and at the initiative of the Minister of Economy and Finance, His Majesty the King, may God preserve Him, has appointed:

  • Mrs. Nezha Hayat as Director General of the Mohammed VI Investment Fund.
  • Mr. Said Jabrani as Director General of the National Guarantee and Business Financing Company.

And on the proposal of the Head of Government, and at the initiative of the Minister of Health and Social Protection, the Sovereign appointed Mr. Mohamed Aggouri as Director General of the Territorial Health Grouping of the Tanger-Tétouan-Al Hoceima region.

This appointment comes within the framework of the implementation of Territorial Health Groupings, with Tanger-Tétouan-Al Hoceima having been chosen as a pilot region, with a view to generalizing these groupings to other regions of the Kingdom.

And on the proposal of the Head of Government, and at the initiative of the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, His Majesty the King, may God glorify Him, appointed Mr. Amine El Mezouaghi as Director General of the Digital Development Agency.
